विश्व महामारी 'कोरोना" भारत देश के कोने-कोने में अपने संक्रमण का असर दिखा रहा है। वायरस से जंग लड़ रहे फ्रंट लाइनर्स के संपर्क में आने से सिस्टम के अन्य वर्ग प्रभावित हो रहे हैं जिससे यह खतरा टलने की बजाय आए दिन बढ़ता चला जा रहा है।

ताज़ा समाचार यह है कि एक के बाद एक करके वायरस से वकीलों-जजों के संक्रमित होने के मद्देनजर एक जनहित याचिका पंजाब एंड हरियाणा हाइकोर्ट के समक्ष प्रस्तुत की गई है। याचिका में रिमांड की सुनवाई को वीडियो कॉन्फ्रेंसिंग यानि VC के जरिए करने की प्रक्रिया को प्रभावी ढंग से लागू करने पर ज़ोर दिया गया है।

याचिका दायर करने की पहल जालंधर शहर के युवा वकील अंकुर बांसल ने की है जो प्रख्यात वकील संजीव बांसल के पुत्र हैं। संपर्क करने पर अंकुर बांसल ने बताया कि यह कदम उन्होंने नित्य सामने आ रही उन खबरों के बाद लिया जिसमें जज-वकील और कोर्ट स्टाफ कोरोना पॉजिटिव या उनके संपर्क में आने से "Home Quarantine" किये जा रहे हैं।

उन्होंने कहा कि पिटीशन में हाइकोर्ट के ही आर्डर का हवाला दिया गया है कि

"That this Hon’ble court vide Letter No. 1463 SPL/CB2 Dated 07.07.2018 issued 
detail guidelines for conduct of court proceedings through Video conference and due to spread of COVID-19, respondents were directed to implement the said 
directions. As per clause 1.4 of the said directions, respondents were directed to 
conduct proceedings of remand through video conference. Copy of letter issued by 
this Hon’ble court is annexed as Annexure P-2. Guideline 1.4 is reproduced 
hereunder:- 1.4 Video conferencing facilities can be used in all matters including remands, bail applications and in civil and criminal trials where a witness is located intrastate, interstate, or overseas. However, these guidelines will not apply to proceedings under section 164 of Cr.P.C."

युवा वकील अंकुर ने बताया कि जल्दी इस पर होने वाले आदेश से सभी को अवगत करवाया जाएगा।
